RULES

NAME AND OBJECTS
1.
"Cygnets Model Boat Club Limited"
2. The objects for which the Club is established are:
(a) To provide and encourage the sport and pastime of model boat construction, sailing, competitions, racing and good fellowship in all its branches and all model sports.
b) Every member of the club undertakes to contribute to the assets of the Club in the event of it being wound up while he/she is a member, or within one year afterwards, for payment of the debts and liabilities of the Club contracted before he/she ceases to be a member and the costs, charges and expenses of winding up, and for the adjustment of the rights of the contributors among themselves such as may be required not exceeding in years contributions.
The name of the company hereinafter called the Club is the
MEMBERSHIP
3. (a) Application forms for membership can be obtained from the membership secretary.
(b) All applications for membership of the Club shall be considered by the committee. The committee shall have the power to refuse membership to any individual without assigning any reason.
(c) The payment of the annual subscription by a member shall be a distinct acknowledgment on the part of the member that he/she is bound by the Memorandum and Articles and Rules and Regulations for the time being of the Club and that he/she accepts the ruling of the Committee in all cases and no member shall be absolved from the effects of the Memorandum and Articles of Association and Rules and Regulations for the time being of the Club upon the plea of not having received notice of them.
ANNUAL GENERAL MEETING, ELECTION OF OFFICERS AND COMMITTEE
4. An ordinary General Meeting of the Club, which shall be called the Annual General Meeting, shall be held at such place and time as the committee shall appoint for the purpose of:
(a) Receiving the report and balance sheet made up to the 31 October preceding or such other date as the Committee may decide.
(b) Electing Officers
(c) Electing auditors and voting them remuneration.
(d) Considering any motion or motions submitted in accordance with Article 6.
5. Twenty one days notice at least shall be given of the Annual General Meeting. Such notice shall be in writing and shall be accompanied by a copy of the agenda of the meeting.
6. Any member desiring to submit a motion at an Annual General Meeting shall give notice of such motion in writing to the secretary not less than six weeks prior to the Annual General Meeting. Such motion must be supported in writing by at least ten members.
7. All members will be eligible for election to the Committee.
8. The Chairman, elected annually, shall stand for election on no more than three (3) consecutive years. Should there be no other person willing to stand for election then the outgoing Chairman may stand for election for a further one year only. It will be the responsibility of the incumbent Committee to ensure that a new Chairman is appointed at the end of the fourth year.
9. The Committee shall consist of not less than eight (8) members, exclusive of President, Vice Presidents and Honorary Secretary. Four (4) members to form a quorum of the Committee.
The officers of the Club shall consist of President, Vice-president’s, Chairman, Vice-Chairman, Honorary Secretary, Vice-Secretary (if required), Treasurer and Membership Secretary, to be elected at each Annual General Meeting.
MEETINGS OF THE COMMITTEE
10. Normally the Committee shall meet at monthly intervals.
(a) Members desiring to raise any matter before the Committee shall give notice in writing through a Committee Member at least seven days before a meeting.
(b) Committee members desiring to raise any matter before the Committee shall give notice of such matter in writing to the Secretary a few days before the meeting.
EXTRA ORDINARY GENERAL MEETING UNDER THE FOLLOWING CONDITIONS :
An Extra Ordinary General Meeting of the Club may be called at the direction of the Committee or on the receipt by the Secretary of a requisition signed by not less than twenty members. Any such meeting shall be held within forty days of the receipt of such requisition and not less than twenty one days notice shall be given of such meeting.
No business shall be transacted at any General Meeting unless a quorum of the members be present. A quorum shall consist of ten members of the Club.
FINANCE
12. All finances shall be dealt with by the Treasurer at the Committee’s discretion.
DISCIPLINE
13. Any member proved of breach of the rules, misbehaving, causing damage to the Club park facilities, or other members models or property, will be suspended from the Club, by any member of the Committee, pending a discussion by the full Committee.
14. Any member alleged to have harassed wildfowl will be immediately suspended by any member of the Committee, pending a
FULL enquiry. Any member proved of violating this rule will be expelled from the Club.
GENERAL
15. Any additional or amendments to the rules shall be made only at the Annual General Meeting.
16 A copy of the Memorandum and Articles of Association is available to all members. It shall remain at all times the property of the Club and must be returned on demand.
17. The Committee shall be empowered to act on any matter not governed by the Memorandum and Articles of Association.
18. The Club accepts no responsibility in respect of theft, loss or damage to any members’ models or equipment.
19. All models sailed on the water to be radio controlled and all radio equipment must conform to current Government regulations and permitted operating frequencies.
20. All model power boats must:
(a) be below the noise level recommended by the M.P.B.A or 80dbA, whichever be the lower level.
(b) avoid pollution of the water.
(c) clearly display Club number.
21. All members must fly the correct frequency pennant on their transmitters.
22. All members under the age of 18 are not allowed to:
(a)
collect the boathouse/park keys, unless accompanied by a Club member of Senior classification, the junior member’s parent and/or legal guardian.
(b)
Junior members aged over 16 but under 18 may use the dinghy but must be accompanied by a Club member of Senior classification, the junior members parent and/or legal guardian.
Junior members under the age of 16 are not allowed to make use of the dinghy or enter therein under any circumstances.
However, the dinghy may be used by the junior member’s parent and/or legal guardian.

25. Any member who is in receipt of a disability pension shall pay 50% of the normal senior annual subscription.
26. Members are not allowed to use within the Club or at any event under the jurisdiction of the Club :
(a) Any form of air-screw powered craft with exposed or unprotected fans or propellers.
(b) Any multi hulled craft powered by an internal combustion engine or scale type craft, until such craft has been demonstrated to the satisfaction of three (3) Committee Members to be capable of being manoeuvered and controlled in such a way as to present no danger to wild life, public and other Club members.
(c) Hydroplanes, with the exception of being used for the purpose of demonstration or a Club organized regatta / race day on a specific date, and with the prior agreement of the Committee.
27. Steam Vessels.
(a) All steam powered vessels shall have current boiler and if appropriate pressure vessel test certificate(s).
(b) All boilers and refillable pressure vessels shall be tested in accordance with and to a minimum of M.P.B.A. recommendations.

29. Juniors
(a) Juniors (those under 18 years of age) must at all times whilst involved in Cygnets Model Boat Club Limited activities be under the supervision of a parent/guardian.
(b) No Senior (over 18 years of age) may agree to supervise a Junior on a temporary basis (but see (c) below)
(c) Any Senior who does supervise a Junior must be either the parent/guardian or have the agreement of the parent/guardian to do so. Such agreement is made as a private individual and not on behalf of Cygnets Model Boat Club Limited and takes full and legal responsibility for the health safety and welfare of the Junior.
30. The Committee can restrict the use of any class of boat.
31. All Cygnet members must wear their identity badge visibly while operating their boats.
32. At all times when I.C. and fast electric boats are operating, an observer and all drivers must be within a control area. One observer will be required for each eight boats in use. The role of the observer is to bring to the driver’s attention any hazard, especially wildfowl, whilst operating their model.use the dinghy, unless one of the following conditions is fully complied with : NOT accompany them upon the water under any circumstances. MUST MAKE use of a life jacket / buoyancy aid. MUST use the lifejackets. Cygnets Members only at the permitted running times. nd December 2009.
Definition: A fast electric model is defined as electric powered with a fully planning hull.
33. There will be a safety zone within 3 metres from the shoreline. Within the zone all boats will reduce to slow running. This does not apply to boats being launched and heading away from the shore.
34. All I.C. boats must be fitted with a failsafe device on the throttle.
